Plugin Request Speed and Jump at Spawn

Hi,
I'm requesting a simple plugin that will give a player a permanent Speed and Jump effect in a specific world, to be used in spawn and such. I need the amplification level of the two effects (how strong the effects are) to be configurable via either command or config and I need the worlds to be configurable to so I can have the effects only in one specific world.
Hopefully someone can do this plugin, it'd be much appreciated!

You could always just use command blocks.

That version is compiled with Java 8 so if you need a Java 7 version just tell me.

@Krizeh I'd have to either put a pressure plate at spawn which wouldn't work well with lots of players, or I'd have to do a redstone clock which would just cause lag.

@Cewlt Hmm I can't seem to get a config to load for the java 7 or the java 8 version..

@Cewlt I tested both versions, manually putting in the config but neither of them worked. So with each of them I did /pl, and it wasn't listed there for the java 7 or 8 version
