   Have you tried to run it through a YAML Parser? It would tell you exactly where the problem which permissions does not have a colon after it.

   I believe the problem (or one of them anyways) is youre missing a colon after the first rank, add one after Private
   
   "private:" instead of "private"
   
   Mod rank also has the wring indentation ie spaces I think.
   
   Admin is missing the last apostrophe for your prefix.
   
   
   Fix these errors and see if it works afterwards, hope I helped.
