Build Competition plugin

Can someone make me a plugin called: Build-Off
Instructions: A plugin where u can create teams and add a timer ad start a build off and allow players to vote for their favorite build teams.
Commands:
/bo start this will start a build off after you have done the following
/bo add [name] this will create a team to vote for
/bo remove [name] this will delete a team that you created
/bo timer add [#s or m or h] this will add a timer for how long the build off should last
/bo vote [team name] allows you to vote for your favorite build team for 1 minute after the timer ends
/bo stop to stop build off and announce winner in chat [blank team] has won the build off!
