   Is there a special program some of these people are using for the minecraft banner giffs? A lot of them are the exact same style and design with different colors, so there must be some sort of template or something. All of them are spinning around with particle effects in the background.

   Same designers, can't give links but there are places where you can hire them (not on bukkit).
   In most cases they have a template and ask like $XX to change the text , $XX to change the color ,..
