It is very possible that your IP has changed. Check it again and give it out again.

It looks like everything is okay, but...

    1. Change 'Both' to TCP in port type.
    2. Check your Windows Firewall, and make sure you have Inbound and Outbound rules set for port '25565' TCP allowing all connections.

Also, I have had trouble myself detecting my server:
I could not connect to my own server using my IPa, but others outside of my internet can.
Have a friend try to connect to your IP.
If they can connect, and you can't, you have to use 'localhost'.

It should be working then, that's odd.
I'll bold out what you should try now if you haven't.

Try going through the entire process of port-forwarding again.
    1. Set Internal and External port.
    2. Assigning "To IP Address"
    3. Checking Enabled
    4. Configuring and enabling DHCP Server - In Setup/Basic Setup
    [IMG]
    5. Remaking Windows Firewall Rules
    6. Rebooting your Router
    7. Rebooting your PC, and checking the local IP is still the same.
    8 (Start your server)

After that it should definitely work. If not, check your Anti-Virus settings or firewall if you have one.

    Again, (open)

I run into issues when trying to connect to my server from the same internet connection.
Have a friend try using your Public IP, from his own different internet connection.
See if he can get on, if he can't see what error message (if there is one) comes up.
If he can, you must use localhost to log onto your own server (if you run the server and MC on the same machine).

Hey i finally got it to work. it turned out that it was a problem with my router. my modem is a cross between a modem and a router, so i went ahead and used the router inside the modem and port forwarded that way. Thanks for your help :D
