That is the source code to a plugin. The "HTTPS Clone URL" is typically what you use to import the code into a project in Eclipse and then compile it into a plugin.
Heh, I hate it when devs don't provide an usable binary. You need to set up an entire development environment in whatever language they code in and install whatever dependencies they use just to build one project. I guess in this case they're using this as a "newbie deterrant". /rant
Not really, I'm not a Java programmer. I tried the tutorial yesterday on installing Eclipse and trying to make a "Hello World" kind of plugin but failed miserably.
