Does anyone know how to create a World Generator which will generate a completely normal world but there will be only 1 end portal located at X: 0, Z: 0 with all but one of the ender eyes placed but the rest will be completely normal as Minecraft would generate it. Thanks in Advance. Maybe jtjj222 will know.

    raGan.

There's no way to get vanilla chunk populators, (they don't even exist) therefore there's no way to alter them. I'm afraid you would need to go very deep to do it.

One workaround that comes to my mind is to completely disable end portal generation (I'm not sure if and how bukkit handles that) and just generate your own where you need it.

There's also another option: I have no idea what I'm talking about and someone smart already did it.

I assume the idea that xTrollxDudex is referring to using the terrain generation code from vanilla minecraft, and adapting it to work on a bukkit server. It is quite a bit of work, but it is certainly feasible that way. You may wish to look into modifying some of the existing stock terrain plugins to suit your needs, or to do what raGan. said.
