   I need something on my server that denies players to break blocks all over the world UNLESS they have a region to build in. Kinda like a invert WorldGuard. You need a region to be able to build. That is all I need. Thanks

   HerobrineLivesHere /region flag __global__ build deny
   /region priority __global__ -10
   Then set the build flag so they can build in their own region.
