I'm assuming you're using PlotMe (you didn't say)... What do you have for spawn-protection in your server.properties? Set it to 0. Note that this will affect other worlds, so you may want to protect their spawns with a plugin like WorldGuard.

Are you putting them into creative mode? Are you using something like Multiverse? If so, post your Multiverse worlds.yml file. You've given us very little information. List your plugins.
