Issue command as console after restart

Hi,
I know many ppl have this problem with various other plugins where they don't restore correctly after a restart and u need a delayed command issued for after a restart.
For example I have a game called colorshuffles , they don't seem to update it but it has this bug where after a restart you have to issue a command to make them active again , its a simple command but means some1 has to be present to do it after a restart , this is 1 example of several similar plugin reload issues.
All I would like is a simple plugin that will issue a set list of commands from a config file after a restart.

Thaks for the reply , I haven't tested yet , so does it have a config file of commands to isse? and does it happen immediately or a pause to ensure its all loaded etc ?

 

I have spigot 1223 , I have rebooted , 4 times on a test server and it doesn't recognize the plugin ,no errors etc , it doesn't creaste config , I have deleted and redonwloaded from your link and still same , have u used this yourself ?
