Prison server guard problem, please help

Okay so on my prison server I would like to make it so guards can kill people anywhere, but I don't want players to be able to PvP everywhere too, I have my regions set up with world guard but for some reason I can't get the PvP groups to work, anyone have any idea how else I could make this happen? Any help will be greatly appreciated

 

have you tried flagging areas and checking they are separate regions rather than one big one, to check this, do /region info and if it is __global__ then you have done it wrong.

 

Yeah when I do "/rg info" it either shows the regions info or makes me choose between two, but the one without pvp has the higher priority. Any other suggestions? ZodiacTheories​

Maybe try removing all the flags from everything then add them again, to make sure that you set the flags in the right region.
