How to deny portal creation

Okay, after struggeling a ton with multiverse portal setups and other configs,
I'm just gonna ask you experts out there for help;

1. How do I restrict portal creations? I'm using Multiverse mods to link worlds together, and I don't want our members to build additional portals themselves. They still need to be able to use all the current portals though. It would be great if I didn't have to install yet another mod to achieve this.
2. Also, how do I get rid of the [world]-prefixes in the chat? It's truly tiresome to have that listed ever sentence.

just disable nether in server.properties and disable end in bukkit.yml
