[WIP] DeClan

I'm actually almost done with this plugin, I just need to test it more with more than one person.

It's a simple plugin that adds in clans. Clans give you a tag in front of your name (grabs display name so other plugins may hopefully not break it). They also give you a home, which the first person to make the clan, "leader", can set. Anyone in the clan can go to the homes. Clans also have a clan chat, what I really need to test, which is a private chat for everyone in the clan.

The only limit is the clantag length.
