   So I'm in development of a server and I need my Skyblock world to broadcast "Do '/mvtp SkyTown' to go back to SkyTown" only on one world. I also Can't use command blocks.
   
   Is there a plugin for that or can I actually do that without any plugins? And what would you recommend?

   No, the config always just reloads itself after I /reload
   
   Or stop then restart it

   Most plugins aren't designed for that.
   Stop the server, edit the configs, start the server again
