Its possible to code plugin without java JDK, you need JDK to compile classes.

In theory, You wouldn't have to have any Java software on your PC.

For example, You could write the code in notepad, commit it to Github and use a Jenkins setup to compile it.

However you would be crazy to do this. So i suppose the answer is Yes?
