I have a nice idea for a plugin, which maybe someone would find interesting to write... the idea behind it would be a strike system, so players can choose to get rid of others, who are ruining their game. It would have a configurable file, and work with permissions... after a player is submitted so many times from other players (a player can only submit another player once), the admins/mods will be alerted... if the player continues to be reported, they will be kicked, and if that players keep reporting, eventually, they will receive a ban. Command structures could be something along the lines of: /report <player name> - /reports view - /reports remove <player name>, etc. Anyways, just something I was thinking about. Could be something like this already, but I have not seen anything of the such.
Since (,maybe I read the example wrong but: ) it looks like you merely want players to be able to REPORT other players, I think you'll find the PetitionPlugin can be used for this.
