Send players notices via scoreboard

Hello there! Have another request
So im a owner of a server and im looking for some kind of notice/message gui for admins to send notices to all players in server (not via normal chat or bossbar).
Im requesting a plugin that will make it possible to send notices and other texts via the scoreboard.

My request

Plugin category: Administration?

Suggested name: ScoreNotice?

What I want:
A notification plugin that sends all/specific players on a server notices via the scoreboard.
Also a timer and language support could be added.
Ideas for commands:
/scorenotice <time> [player] message
<> - required
[] - optional

Ideas for permissions: not really needed:3

Config.yml example:

languagefile: swe.yml (language support)
worlds: (toggle worlds. If i have a creative world or a minigame world and i dont want it enabled there)
- world
- world_nether
- world_the_end

When I'd like it by: Asap, but take your time ofc
