For the parkour world, you need to download worldguard and protect the area. For your lag, download clearlag. It could also be your CPU, what cpu do you have and how much ram have you allocated to your server?

Issue the command /gc and paste the output here.
How many players? Also, what are your server specs? And if home-hosted, your Internet connection specs.

Windows naturally takes up 1gb, then minecraft takes another 1gb, how are you able to dedicate 3gb's to the server? And you did not answer my question, what is your cpu, Central Processing Unit and how much internet bandwidth do you have?

You still didn't do this: Issue the command /gc and paste the output here.
    Check your speed at http://www.speedtest.net
And are you connected wirelessly or wired?

To sum things up, use different ranks for different worlds, in game type /gc and insert it in code, pastebin, tell us your ping, upload speed, and download speed @ speedtest.net, then answer if you use Wifi (wireless, laptop, internet) or use Ethernet (cables, faster, desktop). These will be followed by the answers you request. Best of Luck! ~Polish
