I need to be able to set the message the user receives when they have to wait. I will also need a permission that can be used to bypass the cooldowns. I do not want any form of punishment for spam, only a cooldown. Example Config: Cooldown-Between-Messages(seconds): 3 Cooldown-Message: &aPlease wait 3 seconds between messages!
