Horse armor is not able to enchant, I need a plugin where you can enchant horse armor, I want it to be strong as human armor enchants. I also want the same chances as humanly armor, that means that if you have a 10% chance for Prot IV, that the horse armor also has 10% chance on Prot IV.
As far as I know, this simply isn't possible. The client only allows enchants on armor/sword/bow stuff. The best you could do is add metadata to the armor and possibly rename it. Then you would have to add a buttload of event listeners to listen for damage events. Then again, I've only been developing plugins for 2 weeks so I don't know a whole lot about the bukkit api.
It looks like most enchantments from armor will work. Looking at the obfuscated code I saw a couple that should happen for any entity like fire resistance and such. So just try testing them. I do believe protection should work as well. But only way to know for sure is to test.
