Hey guys so I downloaded that development build for my server for 1.6, and well, I'm not seeing any horses, this is my first update where they've added a new mob animal... am I really supposed to just go until new chunks load? is that where I'll find horses? because I have like... most of my world land discovered... its gonna be pretty hard to find a new chunk... or is this just simply a bug with the development build? if it does turn out I just need to load new chunks, how can I get horses to add without starting a new world or adventuring insanely far just to find one?

You have to find newly generated chunks. I'm looking for a way to make them spawn in old chunks, maybe someone has made a plugin for it. I'll post back here if I find anything.

EDIT: Since I found no alternate solutions, I'm going to try my old friend MMAT. I hope it still works... Looks like it hasn't been maintained in some time.

Hmm how interesting, but does it work? and "MMAT" is that a plugin that allows new mobs to spawn in old chunks?

It's not a plugin. It's a program that wipes out all chunks that don't have any of a list of blocks you give it. In other words, give it a list of blocks that are considered "building materials" and it'll delete chunks that haven't been built with them. It can be tricky though, because if someone has a simple wooden house it'll get wiped.
And yes, it works. I've been testing it for a few minutes. I'm just trying to get the list of blocks right; I'll post it here when I have one that works right.

Success. Use this block list for MMAT:

    20,22,25,26,27,28,33,34,36,41,42,43,45,57,62,63,68,75,76,80,84,87,88,89,90,91,92,94,95,96,103,104,105,107,108,109,112,113,114,115,116,117,119,121,122,123,124,125,126,130,133,134,135,136,137,138,139,140,142,143,144,145,147,148,149,150,151,152,153,154,155,156,157,158

I haven't seen any wiped out houses yet, and I did spot a few packs of horses in a plains biome near my spawn. :)

Remember to back up your world if you're gonna use MMAT.

Is there an option that doesn't involve regenerating all the chunks. My world size is 50GB and the time it would take to check each chunk would be huge. Also, I don't know if MMAT will destroy some homes that have only naturally occurring materials in sections like logs and stone.

    Do you have Multiverse-Core?
