Why can't anyone just create a plugin thats both all day and all night?

Like seriously, I see plugins that either make it just all day all the time or just all night all the time... why can't someone just combine that 2? make it more optional! someone should really make an ultimate time plugin where you can make it a certain time forever... well up until that you turn it off or something, I can certainly see how that would be useful... I guess what I'm trying to say is, if your going to make a plugin that can do 1 thing then it might be useful to make it do the opposite...

on a side question: Does anyone know a plugin that will automatically refill chest with selected items? I'm setting up a minigame type thing and it gets really annoying refilling the chests all the time...... any recommendations?
