Friends Can't Connect To My Server Anymore!

I read the FAQ and my question wasn't answered.

So a few months back I played a lot of Minecraft with my friend, Lately I found the old server files and updated Bukkit. But no one can connect. I have a Static IP, my external ip hasn't changed. I tried resetting my router, no luck. When my friends connect they get the "Can not reach server" message. It doesn't show up as online in their menu. I first thought it was a problem with bukkit. So I tried using the normal Minecraft server. No one couldn't connect either. When they try to connect I don't get a error in the console. I tried two ports, 25565 and 2554. Neither worked. Canyouseeme.org says "Connection timed out" whenever I test the two ports. My router's firewall is set to minimal. I have tried everything and it didn't work. Can someone help me? I can provide more info if you need it.

 

Are you sure that you port forwarded the ports you ran the server on?

 

Yes, Both TCP and UDP
