How do I keep mobs out of my spawn?

So creepers keep going into my servers spawn point and blow it up. I need to make it to where they cant go into spawn or to where they cant break stuff.

Get factions plugin and claim your spawn area as a safe zone with /claim safezone

 

Protect with worldguard and apply flag mob-spawning deny

They will disappear immediately when they enter the region...

 

Set the flag 'creeper-explosion' to deny. If you also want to keep your players from being hit, set the flag 'mob-damage' to deny.

I did what the wiki said but creeper explosions still blow up my flagged area and mobs still spawn in the flagged area.
