What seems to be the problem? What IP are you entering to log on to the server? Are you hosting locally? Have you tried connecting to localhost or 127.0.0.1?

We're still waiting for an answer to the first question. With the server running, are you using localhost or 127.0.0.1 as your IP address?

Have you port-forwarded? If not, then that's the problem, if your using a provider such as noip.com you must change your server properties IP to your ipv4 address and the v4 will also be how you login. Make sure that your bukkit server isn't having in an error and stopping the loading process, otherwise you will not be able to connect.
