Dirt wont turn into Grass block automatticly

Problem Description: In my server there is a problems, namely the Dirt block is not automatically converted to a grass block. I readet that dirt to become the Grass block must be at least been in contact with 2 grass blocks. but that does not help. I have also tried to solve the problem with torches.
Please help because it still very annoying: 7

grass doesn't automatically turn into grass, it has to grow.

 

grass dont turn into grass? i dont mean dirt to grass i mean dirt should normally turn into Grass Block
but it wont change for me :7

 

plugins like worldguard can block grass from growing

 

and do you know how to fix that?
