Okay so following the tutorial video from the webby page, I installed both parts as shown as close as I could (using windows I am a bit unfamiliar with some things that were done) And It does not show up in the console, and I can't access it through http://localhost:25567/index. If you have any clue as to what I may have done wrong, please reply.

Can you paste your server.log (just the part when the server load) please
    Use pastebin.com

Is that the full startup log?
first lines should look like this:
2013-05-01 02:53:09 [INFO] Starting minecraft server version 1.5.1
    2013-05-01 02:53:09 [INFO] Loading properties

also, nothing to do with your issue but you have a problem with your local.yml (chestshop).

Yeah, I've reviewed the video many times, each followed what I did. I have however, noticed that the bukkitwebby folder within plugins does not have config.yml even though I've restarted numerous times.

Did the bukkitwebby folder created itself or you created it?

You have to copy the one from the .zip (with the html pages)

I can use RTK commands, but can't access the console.

UPDATE- I think the problem is since I'm using a dedicated host accessed with filezilla rtoolkit.bat was not ran successfully. How do I run it?

Do you know which OS the server is running? Do you have SSH access to the server?

I don't know what beastnode is running, and I don't know anything about SSH, I do have FTP access to the files though. If it maters at all I am running win 7.

I did and they said I need a windows based host, and that they can't run the .bat
Is there any hope or is this thread dead?

It's definitely not something on Bukkit's end of things. From the sounds of it, you need an execution environment to be able to run the .bat file. FTP (or File Transfer Protocol) won't cut the dice as far as running scripts goes. FTP will only go so far as to place the file on the server. In order to execute the file, you'll need some sort of shell access, whether it be VNC/RDP to a graphical front-end, whereby you can open cmd and run the .bat file, or via SSH (if enabled on the server) to connect from the command line. If neither of those are an option, you can try to squeeze BeastNode support a bit more, but they simply may not want people running scripts on their servers.
