Cannot build on pre-built map

So I have downloaded three custom made maps and they all do not allow anyone EVEN THE OPS can break, or spawn anything where the custom made locations are. Can anyone help me understand why this is doing this? I have had the server down for days now because of it.

The maps must be on the Adventure mode gamemode or something similar

 

Where did you get these maps? can i see one to test something?

 

I have converted them from adventure to survival and it still disables all forms of breaking and placing. It's on just about every single map I download. It is irritating, and I cannot find any solution.

Here is one I just tried http://www.planetminecraft.com/project/big-medival-town-of-enconia/ and it still does not work.

UPDATE! It's not just adventure type maps. NO MAP not even creative based maps allow any type of breaking/placing blocks.

do you have essentialsantibuild or pex's modify world permissions?

 

No, I found out the problem. SimpleSpawn crashed and disabled everything on the server.
