    Hi,
I am planning to buy a new computer to run my server but i don't know what kind of requirements I need. It needs to run max 20 players.

Why would he need a dedicated server for max. 20 players?? A simple shared or VPS can easily pull that off.
Your links actually go to shared Minecraft hosting, they don't even offer dedi servers.

For 20 or less players, pretty much any desktop PC you would buy will be good enough. But only if you run the server on it, not the server, your client, Photoshop and a YouTube upload together.

It may actually be your internet connection that may cause problems before a new CPU can't handle the player number.

I meant he get the server from a dedicated host, so its 24/7, lags less, lets him use his computer without it exploding, and more.

When you use the word "dedicated" in the server hosting context, it always means an entire server for one customer, as opposed to shared hosting, VPS etc., where you share one machine and it's resources with other customers of the hosting company.

Yea, I think VPS is not as good as dedicated, and is not even comparable.

It's not as good, but it is more expensive for only 20 slots, which can easily be hosted by a shared hosting (unless the host overfills the machines) for a lot less.

I did a speed test and called my internet company, now it is getting raised to 40 mb/s download and 4 mb/s upload. Is that enough?

use the link they provided, it's enough for about 10-12 people. The upload is the problem, I get 5 up and that link says I can host 15 people.

    That link isn't accurate...

Good enough to get started. You can go to a hosting company anytime later if you really need to. Just give it a go and see what happens.

That's about the most useless, inaccurate thing ever. You can as well go to your local fortune-teller and have her crystal ball tell you whether you can or can't host your server.

So how can I find out how much people can be on my server?

Please do not host your server at home and expect that you can host 20+ users unless you have a 100/100 Mbit Symetric connection.

Otherwise you wont be able to play anything else than minecraft when your server is running as its eating up your upload. Download speed is not the factor that matters its the upload (sending packets to others) that matters. And normally you have below 6 mbit upstream. Anything else has to be payed for.

So get a dedicated server and test the server. Checkout a minecraft hosting company like serverminer.com and see what specs they use for a dedicated server. Thats a good start to make sure that you can run it.
