Help! Players can do /god [PlayerName]

    As said above players can do /god [playername]!
    We had a player get on and do that command, and permissions said "you do not have permissions for that command", but yet they wouldn't take damange. We thought they were hacking, but other players are able to do this also. I can't find out why they can do this. Please help!

    We are running bukkit build CraftBukkit 1.4.7-R1.0.

    And we are running on a mac, soon gonna have it hosted, but this problem has to be fixed first.
