NoLagg examine - so big ms - is it normal ?

Look at this graph above. As you can see - LWC, Factions etc causes very big ms. Is it normal ?
There were ~30/50 players online.
VPS parameters:

RAM: 6144 MB
HDD: 50 GB
Internet speed: 130 Mbps
CPU: 9 GHz from Intel i7 (yeah i know its fake, just a few cores).

With 30/50 players my server lagggggs like a hell. But there is no stable TPS even at 5/50.
Dunno why, please help :/
