LF something that add a Cooldown to potions

after owning a pvp server for the longest I found that potions need to have a cooldown because players can just spam them and that doesnt seem far,

I am looking to add a 2 minute cooldown on potion usage, for example if I use a splash potion I must wait 2 minutes before I can use a healing potion or any type of potion.

cool man !!! maybe also add golden apples and enderpearls all in one ?? I wouldnt mind donating a few pizza money for this. also if you can keep it up to date you should put it in bukkit dev plugins lots of people would want this.
