How do I set a Teleportation delay?

Hi on my server I want players to have to wait 5 second to be teleported somewhere, as they are just escaping pvp, dying from lava etc, because they can teleport straight away
I am using Essentials and GroupManager

This is not a "Make the server for me" site, sure, we are here to assist and help you, but not make everything for you.
I'd recommend Combat Tag, wich is a PvP "lock" plugin.
If someone hits you/you hit someone you cannot do some blacklisted plugsin for a configurated amount of time.
It also prevents PvP log, if you log out while in PvP "lock" you drop 100% of your INV first.

 

I have searched google and it says "edit the essentials config" I have looked through my essentials config and cant find any option saying about it
