Chat/Command Lag as soon as joining Server (Not fixed yet)

Hello Bukkit Forums Staff/Members, I am here today to tell you about the lag problem I am having, I have a dedicated VPS server hosting from Secured Servers, it seems when I first join the server, I get chat lag for about 30-40 seconds and then it all loads, I have 16GB of ram and my processor is: E3-1230 (V-062012).So if you guys could help me with this lag problem that'd be great.
Plugin List:

Try playing with the connection throttle?

 

I tried that, the lag still consist while logging in.

 

Well, use the old fashion one by one plugin way.

 

Dose try giving it more ram it might be running out of space

 

Did this ever get fixed? Im having the problem now
