How to get tags??

How do you get like ** welcome to spawn???

When you are in an area is t worldguard???
Or essentials?????

 

Worldguard offers entry and exit flags

 

But what commands do u use.????

First set a region
/region define <name>

 

Then what should i do then???

 

Then: /region flag <id> entry <Your Flag>

Replace <id> with the region you just created
Replace <yourflag> with your message

Replace entry with exit for an exit message
