People not allowed to talk or Build.

    Hey Guys,

    I recently updated my server to 1.4.6 Dev Build, and after I updated, no one but OP's are allowed to build or talk. Before I updated, everything was going fine. If anyone has suggestions on what I should do, that'd be great, Thanks.

    [NOTE!]: I do not use HeroChat, Factions, or any chat plugins. The plugin that I think is the problem is PermissionsEx, I'm not sure, and yes, I did give them modifyworld.*

    update PEX or use a more stable permission plugin.
