Why don't you just blacklist the bad potions with world guard... Then OP's can use them. Just a hypothesis: If you want more of a rank by rank access type thing, maybe you can get a separate blacklist plugin that works with your perm plugin.
Essentials blacklist also contains perms..you can have groups habe bypass to 1 blacklist item or just all
