Some people use Rei's Minimap and cheat in some games on my server, this plugin will simply block minimap mods.

Unless you and your players are willing to use Spout, it's not possible sorry as the mini-map is client side.

Bukkit does not support any modded versions of minecraft hence we do not support tekkit here :(

Rei's is not exclusive to Tekkit.

There is no way to block client mods.

That's not strictly true. Currently, you're right, however I can't help but think that if the server only sent the client chunks that they can actually see, the minimap would no longer work.

The way I understand, minimap mods work by taking the chunks sent to the client and using that to render the minimap and progressively builds from that; meaning that the only way to stop a minimap from working would be to not send the client any chunks at all (ie. impossible). I may be wrong about that but it is how I figure they worked.

google about rei's minimap and learn how to disable the entity radar also, a good way to prevent them from using the minimap too far is set the view distance to 3. It's not the best of solutions but oh well :/
Actually in my server I encouraged the use of mini-map and smart moving xD eheh

Oh, believe me, I am perfectly aware of that. I was just responding to Jacklin's post, which said "If you want Tekkit suppport go elsewhere". I thought I'd point out that Rei's Minimap != Tekkit, even though the request isn't fulfillable.

Well, NoCheatPlus can disable Rei's minimap:

Disable Rei's Minimap (cave, radar); NEW!

To block any other client modifications, you're going to need to use something like Spout -- note that this requires the user to have a special client.
