   So, I have made mines and lumber farms in my spawn, so I dont want people mining and harvesting wood outside in the normal world. I do want them to be able to build, however. So how do I set it up so people cannot break blocks, but can place blocks? Can it be done with world guard?

   WorldGuard cant do that, it can only allow or deny block break/place at the same time. However if you have PermissionsEx you can use ModifyWorld to do that by giving them permission: modifyworld.blocks.place.*
   
   Your idea is still strange? What if they misplace a block? ;P
