On my server there is few guys that don't have minecraft yet, and server is in offline mode. I have admin and all admins have premium, but auth plugin is bugged and you can use commands. My IP changes one time for 24h so it can't be IP auth. Can you create plugin that checks some nick are there premium and if isn't banip or Create Auth plugin so before login you can't use commands. the problem with this, is that anyone could impersonate an admin and be able to connect fine, you would also need some sort of authentication, to prove it was them, aka a password.
Yeah there is Auth plugin, but You Can use commands without login. So A man enter the server on my nickname OP his nickname and destroy town on His nickname. He can change IP so I can't do anything. [MERGETIME="1300118053"][/MERGETIME] refresh
