Spawn Eggs and Breeding not working all the time SMP

Spawn eggs and breeding seem to only work occasionally on my server, in the wilderness (Towny). I've searched far and wide for a similar problem, no luck wtf?! I hate the internets sometimes. Plz help. I'm using towny, mcmmo.

 

Most likely Towny flags in areas which are not wilderness, i.e. itemuse. I haven't used this plugin in a while so I cannot diagnose a more specific cause. I recommend you play around with flags in these areas and/or settings.

 

The problem is in the wilderness. Could it have something to do with NoLagg?

 

The wilderness still has some flags of its own, you should be able to view these in the configuration file. I still suspect Towny as the trouble plugin (perhaps try removing it temporarily and restarting to see if the problem persists)

 

I checked the config, can't find anything pertaining to egg or breeding "levels" or anything like that ... why me?!!
