[Need Plugin Dev Coding Team] New RP Server Need Help

Hello guys its Extendz and i am here because i have some things i need to get done and fast ! (I know this might be the wrong forum but i really need people to do this for me like i will say i am paying once i see what you can do and i get server money!) So me and my staff team have been working on my server for quite a while now [Legacy PvP (Legacy Wars)] . We have been working on permissions format and building the spawns mainly the whole time. What i need is a few plugins [Custom Coded] that can Co-Operate with some plugins we have and those we need. Now i don't mean completely from scratch [unless you want to really help me out] but i will give you the ideas.

I know this probably isn't the right forum for this but we are also in need of 2 other things which i will need ALOT of help with also. We need a plugin development team [2-3 Man] And a serer coding team [Needs to know java and permissions[Also 2-3 Man]] Now i know you are probably thinking that they are the same thing. Well we need our team to be good in ALL fields. From eclipse coding, to knowing easy server console fixes and more. Our server is Web-Hosted [Not from home] We are also paying depending on what you can do. Now we don't have much money yet but right when we start getting donations i promise you will get your pay.

Here are the kinds of plugins we are looking to have ~

Some sort of global banking system [LWBank] ~

I want this plugin to be based off of this plugin - http://dev.bukkit.org/server-mods/globalbank2/
This plugin i am wanting to have NPC Bankers like in GlobalBank2. But i don't like how the chests look when the NPC's chest is opened. I am thinking i only want you to be able to open 1 double chest but each slot costs a determined amount. So we want you to not be able to open a whole other chest from one slot , only have one full double chest with 1 slot being able to contain 1 item (Or a stack of something) I would like for you to have it to where you can name the NPC Bankers to "Banker" Ant additional questions can be asked if needed.

A City Plugin [LWCity] ~

This will probably be the hardest plugin to code . It is going to be a little bit like the kingdoms plugin but not really even close. The idea of the server (This is our first server release so the server version will be [LW 1.3]) We will have resets on the server every 3 months due to factions getting too overpowered. There will be 4 cities , Rome , Athens , Sparta, And Persia. This is where the cities plugin will come in. The cities plugin will be sort of like Factions. It will be able to claim land, Promote/Demote Users, Ranks, and currency's. Factions will not live in these cities but there spawns will be set there. We need to make LWCities and Factions Configurable so that other members of the same cities can not hurt eachother. And the City will be a safe zone. The cities will Have shops, banks, buyable vaults, and much more. The Owners of the 2 largest factions of each city will have the title [Duke] And they will have the ability to rule there city and defend it. They will also be able to live in the city. We need to make some sort of City Government with a council where it will take a certain amount of votes to declare war on another city. These wars will have to have some sort of organized planning ahead of them either to where only an admin can pass an act of war due to staff might not being on the server. Everyone seems to be doing it these days, I guess there's a logic bug spreading around...
