i don't know what Noppes NPC mod is. but have you looked at Citizens yet? thats the NPC plugin i use for my server

Just a warning, I highly doubt anyone is going to create any plugin that is similar to Citizens. Citizens is such a well-established plugin. I've never heard of Noppes, but if it's anything like Citizens... -_-
