Console Limiter

Me with a few of my friends have started a small Bukkit Server, everything is wonderful expect because me and most of my friends couldn't run a server we got it runing on my friend's machine, he's a great guy and all, but does have a little thing for pranks, and players have been complaining, hard to ban, or jail somebody with a console, I was wondering if it would be possible to somehow limit console's power?

Maybe it's possible but server is on his computer. He can remove this limitation

 

If he doesn't know that a plugin is blocking his commands, he would not be able to remove it =)

 

That wouldn't be a problem at all, since he's not really tech savy, so no trouble here
