hmmm. Permissions will give people the... permissions to use certain plugins in certain ways.... Vault is a plugin to help plugins communicate with an economy plugin like BOSEconomy (and iConomy)... Not sure if you need to fix it, but without those things the Residence plugin will not have those functionalities.
