Nether still isn't working, please help!

Hey, for some reason my server refuses to allow nether portals! I have no clue what's wrong..

You're probably gonna say ''It's Essentials'' like every other thread, but I took essentials out and you still couldn't use portals.
Even OP's can't use portals!

might be worldguard...that's all i know

 

Only thing in the config was ''Allow Nether Portals Anywhere''.
I made it true and still nothing.
