So I have a laptop and I put 3GB On my Server and It can hold a few people but the main reason why I'm going to buy a desktop is because My laptop is too laggy and I need a desktop that can hold up to more than 10GB at least.

How many players do you want to host at once?
    What is the server OS?
Will anything else run on the machine?
How many plugins do you have/want?

Answer those questions and we can give you a better idea of what hardware is required. For most smaller servers, an older dual-core PC with 4-6GB of RAM should work fine. Upload bandwidth is usually the limiting factor for home hosting.

The lag on your laptop is most likely due to either connection issues (limited upload speeds) or the CPU isn't powerful enough. RAM isn't really a big issue unless you are hosting large amounts of people.

I want to host more than 300 players, and It will only run for mine craft, I have around 40 plugins

Give 50% ram to you server and 50% to your computer.
Have a high speed internet like 100mb/s is good

Well, good luck hosting Minecraft on any consumer broadband service for 300 players. You'll need 50-70Mbps upload bandwidth alone. I don't know your background with server hosting, but you may want to consider some realistic goals.

Sorry i just noticing this now.

You would need Enterprise or Business packages from your ISP, which are very expensive. You are better off getting a host? Can you even be sure you will have 300+ people?

Yes, but they are hosted from a datacenter with gigabit lines and powerful hardware.

There is no way you could hold close that many on a home connection.

Yup, there are very, very few ISP's who offer what you need for a reasonable price. (maybe 1 or 2 that I know of). Even then most ISP's cap their upload speeds to prevent bandwidth hogs.
