*general commands* plugins cause server to restart in a loop O_o

    Hello, I have a weird issue with bukkit o.o
    I use 1.2.3-R0.1 (git-Bukkit-1.1-R6-33-gb66156b-b2034jnks) on my server.
    Each time I installed essntials - it caused server to restart in a loop, like every 10-15 seconds. I asked for hellp on essentials live chat - they don't know what can it be. No errors in logs, nothing.
    It just starts... Then works 10-15 seconds, then looks like it sends "restart" command: it saves the map and, well, it restarts :D And then it does the same thing again and again.
    I tried wiping plugins, installing clean dev-build of essentials only, nothing else - and got same result.
    Well - I dropped essentials for a while and... Installed RoyalCommands dev build for 1.2.3. It does the same! It restarts the server every 10-15 seconds, even when it is the only plugin on the server O_O

    Other plugins work fine : creeperheal, worldborder, hawkeye etc...


    What could it be?
    There are no errors in log, once again. Log looks completely normal (especially when you run the server only with those plugins - essentials or royalcommands). It just... Restarts :D

    Command book does work (dev build).
    But still!
    What's wrong with RoyalCommands and Essentials~ Other servers can run those fine~

    Permissionsex
    Essentials work kinda weird for me and usually it creates a ton of folders inside more folders. witch i don't like
