Nowhere, skins doesn't store in the server.

 

When a player logs in to your bukkit server, bukkit connects to minecraft.net, validates the player, and downloads the correct skin. This skin is saved nowhere on your server.

To answer your 2 possible root questions:
-no, you can't change your skin if you didn't buy minecraft (so if you use cracked client, or offline mode)
-no, you can't get the skin from another player to use it yourself. If you want to get the skin, you could use google: "minecraft skin [DESCRIPTION]"

regarding your other posts, it'll be probably the first question.

 

os why when i connect from my orginal account to my server and then without internet by localhost to my server with minecraftsp by Anjocaido i still had my skin?

or why offline i got map (using Minetographer by Jacob Tyo) with player skins @ Google Maps Api

 

It's client side when you are connecting offline.
