How do you make this hook into Vault? I get an error whenever I start the server that it failed to hook.

You might want to consider renaming your plugin. I googled this hoping an old plugin of the same name had received an update....
Don't run Ptweaks and NoLagg together. They're compatible in theory, but they do the same things and running both is just asking for trouble.
